Program Kartu Prakerja is dedicated to developing work competencies and entrepreneurial skills. It targets job seekers, workers who have been laid off, and individuals in need of skill enhancement, including micro and small business owners.

The Job Creation Committee was formed under Presidential Regulation Number 113 of 2022 which is the Second Amendment to Presidential Regulation Number 36 of 2020 on the Development of Work Competencies through Program Kartu Prakerja.
The committee is tasked with formulating and drafting policies for Program Kartu Prakerja, as well as overseeing and evaluating its implementation.

2023
Normal Scheme Training
Under the Normal Scheme, Program Kartu Prakerja is stepping up the quality of training by introducing various formats, including offline face-to-face training, hybrid training (online & offline), and online webinar training with minimum duration of 15 hours. These formats represent a departure from the previous fully online scheme. Initially, the Normal Scheme will be implemented in 10 provinces, namely DKI Jakarta, West Java, Central Java, East Java, West Kalimantan, North Sumatra, South Sulawesi, Bali, East Nusa Tenggara, and Papua.
The beneficiaries will now receive the following benefits:
- Training assistance balance: Rp3,500,000.
- Job search incentive: Rp600,000.
- Survey evaluation completion incentive: Rp50,000 x 2 surveys.
The Normal Scheme in 2023 will target specific skills areas that are in high demand currently and in the future, based on studies of the labor market such as Indonesia's Critical Occupation List, Indonesia's Occupational Tasks and Skills, the World Economic Forum's "Future Job Report," and the Indonesia Online Vacancy Outlook Research.
Since President Joko Widodo launched Program Kartu Prakerja in 2020, this human resource development program has been running successfully, supported by cross-ministerial collaboration and various ecosystem partners. Within two years of its implementation, Program Kartu Prakerja has achieved 48 batches, benefiting over 12.8 million beneficiaries across 514 districts/cities throughout Indonesia.
President Jokowi emphasizes that the nation's progress hinges on its human resources, rather than its natural resources. The ambitious endeavor of training 12.8 million individuals within two years would not have been feasible without collaboration with digital platforms.
In 2022, 5 million individuals were selected as beneficiaries of Program Kartu Prakerja from 514 regencies/cities across Indonesia. This includes women, persons with disabilities, residents from underprivileged areas, those with low education background, senior citizens, and former Indonesian Migrant Workers.
2021
Dual Mission in
the Pandemic Era
The year 2021 marks an important milestone for Program Kartu Prakerja as a comprehensive evaluation cycle, encompassing input-process-output-outcome-impact, has been completed. The big question, 'Is Program Kartu Prakerja effective?', has now been answered. While various surveys and monitoring activities have been conducted since May 2020, they have primarily focused on capturing program’s outputs and outcomes, without fully quantifying the program's impact as a cause-and-effect relationship.
Those research-based evidences demonstrate that Program Kartu Prakerja has successfully carried out its dual mission during the pandemic: enhancing skills while providing social assistance. The program's unique 'complete package' of training and support is an innovative response by the Indonesian government to the Covid-19 pandemic. Not only is it 100% implemented digitally, but it also adopts an on-demand registration mechanism. Authority is given to the beneficiaries to register, choose their training, select their bank account, and utilize the incentives provided.
An ecosystem of thousands of training programs and job vacancy information is created through collaborative efforts and multi-stakeholder partnerships, ensuring opportunities are within the reach of millions of Program Kartu Prakerja beneficiaries. The truth is, educating the nation and building a skilled workforce is not solely the government's responsibility. Like a river and its banks, we must work together. Prakerja represents Indonesia's success, our collective success, to recover together and recover stronger.

2020
The Beginning of Program Kartu Prakerja
On 24th February 2019, President Joko Widodo shared his vision for Program Kartu Prakerja, which aims to enhance the competencies, productivity, and competitiveness of the Indonesian workforce while promoting entrepreneurship.
Program Kartu Prakerja welcomes all individuals who register and meet the eligibility criteria, as the issue of skill gaps poses a challenge not only for job seekers, but also for our workforce and entrepreneurs.
In 2020, Program Kartu Prakerja successfully enrolled 5.5 million individuals from 514 regencies/cities across Indonesia. These include women, persons with disabilities, residents from disadvantaged areas, individuals with low education background, senior citizens, and former Indonesian Migrant Workers.
